How it works

Three steps, and nothing to install

We only read what any resident can already see on your public website. You don't need to give us a login or change anything.

  1. Get your free count

Send us your website address. Within 2 business days you get the headline numbers: how many PDFs and pages you have, and roughly how many need attention.

  2. Get the full Triage Report

If you want the details, we list every PDF, check each one, and sort them into four plain lists with a cost estimate. Delivered in 3 business days.

  3. Decide with your team

Hand the Fix First list to your vendor to quote, and the counsel list to your attorney. You stay in control of every decision.

Why it helps

A clear picture before anyone spends money

Know the size of the job before you budget for it.

Most offices can't say how many PDFs they have posted, let alone how many pages. We crawl your public site the way a resident would, list every PDF, and count the pages. You get a real number to take to your manager, your council or your remediation vendor.

Fix the right documents first.

Applications, permits, forms, fee schedules and anything posted in the last year are what residents use to get services. Unless a file already passes our automated checks, we put those at the top of your list. Older documents that may fall under the rule's archived-content or preexisting-document exceptions go on a separate list for your city attorney to review, not to us to decide.

Stop paying to remediate pages you could archive.

Remediation is commonly quoted at $5 to $8 a page, and often more. Our report estimates the cost of your fix-first list next to the cost of fixing everything, so you can see what archiving, removing or replacing old files could save before anyone signs a per-page contract.

What you get

A spreadsheet (Excel) and a printable web report with:

  • Every PDF we found: its address, the page it was linked from, the link text, the date it was last changed, and its page count.
  • Five automated checks per file: is it tagged, is the document language set, is a title set, does it have real text or is it a scanned image, and does it have fillable form fields.
  • Four lists: Fix First, Review With Counsel, Archive Candidates, Passes Automated Checks.
  • A cost estimate for the Fix First list (low and high, at market per-page rates), with extra for scanned pages that need text recognition, next to the estimate for fixing everything.
  • A plain-English "Method and Limits" page you can hand to your attorney or council.

What we don't do: we don't fix the PDFs, we don't install anything on your site, and we don't need a login. We read only what any resident can already see.

See a real report first

We ran PDF Census on the public website of a city of 50,000 to 100,000 people in Arizona. Names, web addresses, file names and link text are replaced with neutral labels so neither the city nor any person can be identified. The counts, page totals, dates, flags and estimates are unchanged. This sample covers the first 500 pages of the site.

Give us your website address. We'll scan your public PDFs and email you the headline numbers: how many PDFs and pages, how many look like fix-first, counsel-review or archive candidates, how many are scanned images with no text, and a rough cost range. Usually within 2 business days. No charge and no obligation. The numbers are yours either way.

The report pays for itself, or it's free. If your Triage Report doesn't show at least $490 of remediation you could avoid by fixing your Fix First list instead of everything (using the report's own low estimates), tell us within 30 days and we refund you in full. If we can't scan your site, you pay nothing.

Not sure which size? Ask for the free count first. It tells you.

Automated checks cannot confirm WCAG conformance. Exception flags are for your counsel to decide; this is not legal advice.

Questions we expect

Is this legal advice? Will it tell us which documents are exempt?

No. We are not lawyers and this is not legal advice. The report flags documents that may fall under the rule's exceptions, for example older documents that don't appear to be used to apply for or access a service. Your city attorney or counsel decides. We give them a sorted list instead of a pile.

Does a clean report mean our PDFs meet WCAG 2.1 AA?

No. Automated checks can tell you a file is untagged, scanned, or missing a title or language. They cannot confirm that reading order, alt text, tables or color contrast are right. A file in "Passes Automated Checks" still needs a human review. We say so in every report.

We already have a website vendor (or CivicPlus, Granicus, etc.). Why would we need this?

We're vendor-neutral and we don't sell remediation, so we have nothing to upsell. The report works with whoever you use: hand the Fix First list to your vendor and ask them to quote that, not everything. We don't touch your website or CMS.

The deadline might change again. Why spend money now?

It might. The April 26, 2027 date is the current rule. Either way, an inventory is the first step every guide recommends, and knowing your fix-first page count is useful for budgeting whatever the date ends up being. It costs less than fixing about 100 pages.

Can we buy this without an RFP?

Our prices are set to fit under the small-purchase and P-card limits many local governments use, but your purchasing policy decides. We can provide a written quote, a W-9 and an invoice, and we accept POs.

Will your crawler slow down or break our website?

No. It requests at most 2 pages or files per second, obeys your robots.txt, identifies itself as PDFCensusBot, and only reads public pages. It doesn't fill in forms or log in. Read how our crawler works.

Who sees our report? Will you publish it?

Only you. We never publish a customer's report or name. Our public sample is anonymized. We keep your scan data only as long as needed to deliver your report and any re-scans you order (see our privacy policy).

What if the report is wrong or you can't scan our site?

If we can't scan your site (for example, it blocks crawlers or the PDFs are behind a login), we tell you before delivery and refund you in full. If you think something in the report is wrong, tell us within 30 days and we'll re-check it at no charge. See our refund policy.

What if the report doesn't save us anything?

The report pays for itself, or it's free. If your Triage Report doesn't show at least $490 of remediation you could avoid by fixing your Fix First list instead of everything (using the report's own low estimates), tell us within 30 days and we refund you in full. We'd rather refund you than sell you a report that didn't help.
